Housing Minister on missing $10 million controversy:

Planning, Housing and Environment Minister Dr Emily Gaynor Dick-Forde, under whose portfolio the Housing Development Corporation (HDC) falls, has adamantly refused to be drawn into the controversy over the "missing" $10 million sparked by Prime Minister Patrick Manning's statement in last week Budget debate, which has since been challenged by the former housing minister Dr Keith Rowley.

"That is a matter between Dr Rowley and the Prime Minister. I am not getting involved in it," she said yesterday.

"I have had several texts from people telling me how many horrible things they (unidentified) are saying about me. But I am not getting involved in that. I don't know these gentlemen. They don't know me. So I think whatever they say about me is irrelevant."

Told that she was involved because the Prime Minister could not randomly have gone to the HDC asking about a $10 million discrepancy, Gaynor Dick-Forde said: "Yes, the Prime Minister said he got the file from me."

Manning, in quoting from the letter of intent for the Cleaver Heights housing project which outlined the costs, had stated in the Parliament: "The document that I received from the Minister of Planning, Housing and Environment..."

So did she mislead the Prime Minister as Rowley was alleging?

"Let him take me to court," she replied.

Told that her name was being called in this whole affair, she said: "That is not the first time. Remember the last time when I said I was a Christian (with a big C) they said all sorts of things. Eventually, people would get fed up of whatever they are saying and it would die. I am not getting involved at all."

Asked whether she intended to stand by the Prime Minister's statement (that was $10 million missing), since it was on the basis of information she provided (that he made his statement), she said, "I am sure I saw something in the papers indicating that the enquiry in the HDC (over the $10 million) was ongoing."

Rowley claimed that Gaynor Dick-Forde knew there was no missing $10 million because the public servants in HDC had told her this on Tuesday, yet she went to the Parliament and sat and listened as the Prime Minister made his allegations.

Was this assertion true?

"That is their view. That is what they are saying. But I have absolutely nothing to say on the matter. Absolutely nothing. If they want to go trying to malign me, then let them try. That is part of the costs of serving the public. When I was invited to come and serve, I counted the costs. And that is one of the costs - that people would get up and say things about you that are not true."

Stating that she did not always have to reply to everything said about her, Gaynor Dick-Forde added, "What did Jesus do? He went like a lamb to the slaughter. Sometimes you don't have to reply. Sometimes the truth comes out and it settles everything."

Conceding that Rowley was indeed calling her name out there, she said: "I am not going to reciprocate."

Yesterday, Rowley said he expected that "within one week" the Prime Minister would produce the Cabinet note and minute, as well as the document with his signature giving his approval for the Cleaver Heights joint venture housing project.

Manning is expected to be away from the country over the next eight days. (See Page 5)

Rowley reiterated that Gaynor Dick-Forde must know that the information which the Prime Minister gave to the Parliament had no basis in fact. The former housing minister said last Friday that the $10 million discrepancy arose out of a "mathematic error" in computing the cost of the houses ($92.6 million) and the cost of the public utility works and infrastructure ($40.8 million), which came up to $133.449, but which was wrongly computed as $143.449 million.

Why does the minister want to be left out of the mess? Is it because she is trying to cover-up something? I believe that she is protecting her boss because he placed his foot so deep into his mouth; he is beginning to choke. He has the next 8 days to duck from the controversy he started. If Mrs. Forde is the Housing Minister and the HDC is subordinate to her then clearly she has oversight and is responsible for everything involving her agency. When will the PNM accept responsibility for their inaction and corruption? Will someone please inform the T&T Government that they can delegate authority but not responsibility.

Hon. Minister, you ask us to leave you out, but you have put yourself front and centre into this whole fiasco. You are the Minister of Housing and you gave the documents to the Prime Minister. You must have reviewed it prior to handing it over. Why then did you not correct the P.M. when he accused Mr. Rowley of swindling $10 Million. You sat there and kept your mouth shut. Must have been difficult for you as it is not in your nature to refrain from speaking out. You have an obligation to bring to the P.M.'s attention this error of his but you made a decision not to. You even went so far to advertise the fact that you have a number of degrees, plus accounting, etc. Why was this necessary. You are a woman who is known to verbally attacks everyone if you disagree with them and never misses an opportunity to do so. You are considered the 'mouth piece' of the PNM party. Quick to the draw - words come gushing. Why then have you decided that this "is a matter between Dr. Rowley and the Prime Minister. I am not getting involved in it". But you madam are already involved. You are the Minister of Housing - are you not? Destroying someone's reputation is not an issue to be treated lightly. When our Parliamentarians indulge in such unbecoming behaviour, the youths of the nation are looking on and learning. Not a good example to exhibit.

Ten Million is a hugh discrepancy, I can see a few thousand and you would say well there was a discrepancy.Ten mill,is not chicken feed. Ms, Gaynor, you are involve since you are the Minister for housing.I know catholics go to the priest and confess their sins.Being a Christian does not exonerate you from sin. I once went through a red light,and the police gave me a ticket.I told him I was innocent, he said,"Tell that to the judge"

These are the people who are entrusted to run our country??? Ms Dick-Forde is the Minister of Housing, does she not bear some responsibility to get to the bottom of this issue? To say that she is not getting involved and that "these men" do not know me and she does not know those gentlemen is unacceptable. On second thought, what is even more unacceptable is that we allow this kind of nonsense to continue. When will we stand up???

Politics and religion does not mix.It is mixing oil with vinegar.Sometimes a politican has to compromise character to hold on to his or her position to please their respective constituent and party for the good of the country.A person greatest asset is character.Without it that person is worth zero.

Is it not time that we get away for the same ole same ole? When will we just have some honest people serving us? When can we have a Prime Minister who is the bigger man and do what is right and not sling mud because you and someone not doing good. Take care of the country's business and stop the stupidness. If you have proof bring it on, if not get the facts and present it. Don't be a coward, let us look up to as the man we knew you WERE.

They are saying a 'mathematical error in computing the cost'.I think the problem was with the computer man...it can't do math problems like the ministers. If the ministers were doing the calcuations by hand then they would not be in this mess right now. They need to budget another 10 million or so for some new computers so that large amounts of money just don't disappear. Either that or get some elementary students to help out with the calcuations or get the ministers to practice some additions over the weekends while on vacation. Jb in toronto

Ms. Dick-Forde should understand the extent of her portfolio. In any other profession, if something falls under your jurisdiction, you cannot exempt yourself and say leave me out of this. I noticed she did not directly state if she planned on staying with the Manning administration. Regardless, politicians in this country are too happy, one cannot be nonchalant with regards to the responsibilities of running a country as Ms. Dick-Forde is doing

How could Gaynor Dick-Firde expect to be left out, when she is an integral part of the accusations made by Manning against Rowley? If she provided the information to Manning how does she expect to be mum? Is she being "mum" or is she another "mummy" in Manning's cabinet. What is she being paid to do?

Trinidad and Tobago has really done to the dogs...every which way is a cry for the ongoing corruption, yet no one takes blame or responsibility...Senator asking about another $31 million missing...? from the Brian Lara stadium project...?The people must step back and take stock or there is not turning back the clock...? scary but true...?

Politics aside, Dr Emily Gaynor Dick-Forde's desire to be left out of this battle is totallt absurd. As a PUBLIC SERVANT you are required to ensure that all financial reports (within your charge) are accurate. If the PM has been given eronious information that is now within the scope of your authority you should be bound by a personal code of integrity to stand up for the truth. You should not allow Mr. Rowley to bear such a charge if it is untrue, likewise you should not leave your earthly boss, the PM, in the position of uncertainty of these allegations. If the PM has accurate information based on your findings then confirm it. If you are really a Christian you would do the honourable thing and clarify this mess. Do not misquote or misuse Jesus. He was an innocent lamb who went to the slaughter,yes, BUT He went there for declaring the TRUTH in ALL things. Get your spiritually straight. Religion is not an indication of integrity or righteousness. Speak the TRUTH in LOVE of God and for the people you are asked to serve, if not you should be fired for insubordination! Whom do you serve???

Ms Gaynor Dick-Forde you are an example of a true true PNM leader. A major issue involving your ministry is underway and what is your response? Leave me out of this? Yes gyul, you could be the next Prime Minister with those leadership and take charges skills. Steups!
